During the battle, Fairy leader Ortega uses Water and Fairy-type Pokemon, and their average level is 50-51. Based on this, as we said at the beginning, you will not be able to get Dazzling Gleam TM too early in the story. To get started, you should reach an average level of 50 and level up your Pokémon to the appropriate level. In addition, you should prepare Pokémon with Poison and Steel-type moves because the enemy Pokémon are weak against these attacks.
